Supervision of Construction of Raciborz Dry Polder




This Request for Expressions of Interest follows the General Procurement Notice (GPN) published in the United Nations Development Business on October 6th , 2008.

The Government of Republic of Poland has received Loans and Grant for implementation of Odra River Flood Protection Project in a total amount of €505 million. The project is being financed by a loan from the International Bank for Reconstruction and Development (IBRD), a loan from Council of Europe Development Bank (CEB) and grant funds from the EU Cohesion Fund. The project consists of the following components:


· Component A: Construction of Raciborz Flood Retention Reservoir;

· Component B: Modernization of Wroclaw City Floodway System (WFS)

· Component C: Improved Flood Management and Monitoring and Evaluation
Component D: Project Management, Technical Assistance and Training


The Government of Poland intends to apply part of the proceeds of these funds to payments under a consultancy contract for Supervision of Construction of Raciborz Dry Polder, managed by the Regional Authorities for Water Management in Gliwice (RZGW-Gliwice).


The expected duration of the services is around 48 months. Scope of the consulting services includes:


· Contract management;
Supervision of construction activities; supervision of archaeological investigations if needed;
Testing of materials’ quality used for execution of earth structures and objects on site, off-site testing when needed, as necessary the in-factory testing and inspection as well as approval of goods and materials;
Review and providing an opinion on contractor’s submittals, verification of progress and interim payment requests;
Determination of construction quantities;
Preparation of monthly and quarterly progress reports according to the requirements of co-financing institutions;
Maintenance of records;
Contract/works or goods acceptance and close of contract, issuance of performance certificates, and preparation of documents as required for acceptance of works/goods by the Employer;
Preparation of operation, maintenance and management manuals for the facilities constructed under the project;


The Consultant will carry out all obligations of the Engineer as provided for in the World Bank’s Standard Bidding Documents – Procurement of Works, May 2006 as revised (General Conditions).The Regional Water Management Authority in Gliwice now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

i) References concerning management and supervision (Engineer-Consultant) of 2 infrastructure projects with a value of more than EUR 50 million; and

ii) References concerning management and supervision of 2 contracts to construct concrete structures with a cubic content of more than 15,000 m3 and 2 contracts to construct earth structures with a cubic content of more than 500,000 m3.




The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, Revised October 1, 2006, & May 1, 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.



Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant.


The consultants would be selected in accordance with Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
